Planning and managing IT projects (and others) for over 40 years

Jon brings extensive experience of setting up, running, and sorting out different types of projects and programmes, over the last 40 years of his career. His span of control has ranged from 1-2 person teams up to the leadership of teams with more than 500 staff. Types of programme and projects range from the London Cycle Hire Scheme to Exotic Disease Preparedness.

Jon is currently working with two change programmes, one which is transforming 2 IT teams from Waterfall to IT Agile development, and another which delivers restructuring of a property portfolio to right size a company’s offices.

From experience, Jon strongly believes Gause and Weinberg’s view on projects, which is that 99% of projects should be finished, but that a few should be stopped. Most of the delivery challenges he has faced involve people and their behaviours.

In addition to team leadership and coaching, his strongest areas in delivery operations are in planning and risk management. Having started to write a programme management standard in the 1990’s, Jon has adopted Managing Successful Programmes (MSP) as his main framework for programme design and execution.

Jon led a team of WS Atkins programme management consultants into the central PMO, to help transform the Universal Credit Programme from function to phase-based working, and to strengthen the programme management office (PMO) function and quality.

TAQA PROJECT WEST

Programme management from late design stage to completion and commissioning of updated FM – creation of a repurposed Grade A UK HQ building (76,600 Sq ft), include redesign, furniture and IT refit and the creation of new Agile spaces and a premium working environment.

Project budget c £5m. This programme has been managed through the Covid-19 pandemic with successful risk management to the project teams. Safe relocation of 715 staff from 3 existing offices. Development of flexible working practices, adaptation of buildings and processes for safe working during the Covid-19 pandemic. Commercial activities to successful managed exit of a logistics centre.

PRODUCT MANAGEMENT

A driver training business needed to enhance its online and training customer facing services. Jon designed and developed a programme plan, supported by five separate, detailed Microsoft project plans, to update the portfolio of driver risk-management training products.Jon also identified potential partners to form a supply chain, including experts in virtual reality, and psychometric assessment.

Jon has been designing and running IT procurements and advising on IT contract management since 1991, although his commercial experience in IT goes back further to the 1970’s when he wrote his first outsourcing agreement. Jon also has experience of supplier side commercial work, particularly in marketing and selling of IT and professional services.

Much of Jon’s recent work in procurement is acting as incremental resource for an organisation, bridging between the IT and Commercial functions in an organisation – working to ensure that both parties get the outcome they want. Jon has successfully developed and run IT commercial management courses, aimed at strengthening IT managers ability to deal with the commercial sides of their roles.

In the last 10 years he has run 20 procurements, ranging from small IT retenders to an £800m delivery procurement framework for UK Government.

In his procurement work, Jon may also lead the requirements development and management process.

HIGHER EDUCATION: PROCUREMENT DELIVERY

For the University, Jon designed and ran a series of procurements which replaced the Wi-Fi, Core Networks, Telephony and Mobile telephony services and systems. Jon also supported the creation of a flexible resourcing agreement and the modernisation of the University website.

AMS 2016

Executed the bid phase for a large multinational Application Maintenance Services (AMS) IT outsourcing service. Activities included contract development, pricing development, design, planning and execution of the procurement process, involving 8 tier 1 IT suppliers. This procurement looked at modernising IT processes using an advanced Multivendor framework.

BUSINESS CASE DELIVERY

As part of the John Lewis’s IT Transformation programme, Jon assisted John Lewis Partnership (JLP) with the enhancement of its strategic IT sourcing approach. This work included the creation of a sourcing framework and sourcing decision model, together with an organisational review and support for staff communications.

Jon also assisted with quick win improvements for 3rd party supplier management, proposed a development approach for better demand management of IT resources, ran a market test for a portfolio of IT services including major projects and an integrated testing solution, and trained over 100 JLP partners in intelligent sourcing.

Jon has been a management consultant since 1987. Jon’s consulting work divides between:

Client-Facing Roles: Jon has undertaken over 50 assignments for a wide range of clients. The focus of this work has been in technology enabled change, with an emphasis on delivery.

Consultancy Operations: Roles associated with setting up and running consultancies, including developing propositions, back office (logistics, IT, marketing, event management, finance, and forecasting), recruitment and resourcing and uncounted numbers of bids and proposals.

Jon has held quota responsibility for 7 figure consultancy sales and developed and managed the careers of consultants.

Jon collaborates with a wide range of fellow consultants, and their organisations both big and small.

MEET JON

my bio

Following an IT career, that included time with IBM and Software Sciences, Jon trained as a management consultant with PA Consulting Group, starting in the late 1980s.

He set up his independent business in 2010, and now delivers project management, commercial, and consultancy services to clients in the UK and Europe.

In the main, Jon’s projects cover the IT and technology space, working across public and private sectors. Most of his work is solo (as an additional resource for your organisation), or in small teams, but he is a naturally collaborative person, and can put together, and manage much larger teams as needed.
